People are considered as a resource because human beings convert the natural resources present around them into useful form buy manufacturing it.

For example by manufacturing the Cotton we get the clothes to wear.

Same way if we convert sugarcane then it will become a jaggery or sugar which the human beings consume.

In this way people are considered as a resource.
