When it comes to talking with strangers. Indians are also not rude, they are very welcoming in nature but the way they talk is different from the people in western societies. So, it may seem not so polite to someone who has also visited western societies but it is normal to the native people.
Therefore, we can say that it is part of the society. Everyone has a different way of talking, different accent.
For instance, Indians get along with strangers easily and start asking them personal questions which is normal for them but it is not considered a good practice in Europe..........☺
