Why are per person availability of water declining in India?

Availability of water is declining in india b'coz of shortage of water and the rivers and lakes drying also the people are using water unnecessarily. Though water is not available in backward areas or small towns and villages. There is a shortage of water in cities like delhi as well b'coz of the excessive use of water in industries and mills.
