it is due to favourable conditions which help in sustaining suitable life
on plains :-
there is proper transport system
proper agriculture can take place
connectivity among ppl can be provided
proper river system or drainage system
moderate climate
n on hills:-
no proper transport system
poor agricultural facilities due to harsh conditions n climate
no proper connectivity among ppl n town n cities
n difficulty in housing due to slpoes
