poor people are usually discriminated against in places such as hospitals and offices because they are minorities and don't have the money to get their work done, for example going for a medical check-up. The government has some policies made especially for them but the benefits of those policies don't reach them because of the scams either that or they don't know about the policies.  And of course, the fact they are filthy or not properly presentable.
