Why are promises to the poor rarely kept?

Because the government think that they are poor people and they wouldn't say anything because no one there is stand from their side and also they consider them to be helpless and many persons take advantage of such needy people.

poor thinks that they would help them by listening to their promises but once they're benefit is accomplished they don't care about poor and needy.

Promises to poor are rarely kept because goverment thinks that they are illiterate so they don't know anything,so they won't stand again the goverment. Goverment takes benefit from there innocence.
