a sense, I suppose, "quality decisions" are always possible in any form of government. It's always POSSIBLE that a dictator will act with wisdom and justice, doing what is in the best interests of the people. Possible in the sense that we could imagine it happening, and that there is no fundamental law of physics or anything that says it can't.
It's always possible that any government will make bad decisions. Government leaders may be corrupt. They may have the best intentions but not be smart enough to make the right decision.
The idea of democracy is that democratic governments are more likely to make good decisions because they are answerable to the voters. If it becomes clear that leaders are acting out of their own self-interest, they can be voted out of office. If they do their best but their decisions are poor and things go badly, they can be voted out of office. If a dictator makes evil or foolish decisions, it takes an armed rebellion or a coup to get rid of him.
So are "quality decisions always possible in a democracy"? I suppose. But quality decisions are always possible in any government. The question is not possible versus impossible, but how likely.

A democratic decision always involves many persons, discussions , and meetings.When a number of people put their heads together, they are able point out possible mistakes in any decision. This takes time. But there is a big advantage in taking time over important decisions. This reduces the chances of rash or irresponsible decisions. Thus democracy improves the quality of decision making
