Hormone producing cells need toproduce many products, such as proteins. It's function is to protect, not as much as to produce proteins to help other cells etc. The most outer layer of skin is dead, so there's not much use in there being ribosomes toproduce proteins.

Because most likely, more hormones are made in a hormone-producing cell (called an endocrine cell) in a faster turnover than a skin cell.
