Room heaters rises the temperature of air surrounding it and as we have studied earlier that hot air raises up. if the heater was on the ceiling, the air at bottom would be cold and air at top will be hot, therefore room heaters are at ground level.
In short the visa versa of the reason that air conditioner are at top.
