seat belts are provided for the safety of the rider because if the car is moving at very high velocity and suddenly stopped then due to the Newton's first law of motion that says that a particle in motion continues to be in the state of motion unless and until any external force is applied to it will cause that rider to get injured as he or she will move forward with the similar velocity of the car even if the car is stop and which can cause great injury that's why seat belts are provided because they they provide external force in greater time period to the body of the riderr so as if the car is stop his or her body will stop with the car
