The public sector jobs are divided into 4 categories: Class I (or Group A), Class II (or Group B), Class III (or Group C) and Class IV (or Group D). The Class I employees take up 2.2% of the public sector workforce, the Class II employees take up 3.3% of the public sector workforce, the Class III employees take up 66.8% of the public sector workforce, and the Class IV employees take up 27.2% of the public sector workforce

As per article 80 of the Constitution, the composition of Council of States(Rajya Sabha) 12 members nominated by the President and not more than 238 representatives of the states. There is no provision for reservation of SC/ST.
