Reasons for which small fishermen are unable to go in the sea are as follows-

1. They do not have sufficient money so that they may go in the sea.

2. Lack of education is also a very important reason.

3. They are unable to take permission from the government .

4. They don't know the latest technology of fishing beacause  of which they are unable to fishing fast.

5. As they do not have proper education so in case they went for fishing and by mistake Crossed the border of our country then it will be against the rules, in that case that country has full power to arrest them so they may be arrested.
