Why are some elements in molecular form while others are in atomic form

Atoms of only a few elements called noble gases are chemically unreactive because they already have their maximum number of valence electrons in the outter shells, so they are stable without having to react to gain/lose electrons.But there are many elements who have insufficient numbers of electron and are unstable and chemically reactive.therefore they gain or lose electrons in order to become stable.
