In the F1 generation
All the plants are hybrid and have Tt genes .They all are tall because tallness is a dominant gene while the dwarfness is a recessive gene.
This is called as Mendel's law of Dominance

When the gametes are formed they separately segregates themselves so that each gamete may get only one of the two alternative factors either T or t and hence F2 plants are both tall and dwarf
Moreover this is called as Mendel's law of segregation
