Why are some regions economically poor even though rich in resources?

the places which are rich in resources is necessary that they should be economically strong as there are many companiea that buy those resources and manufacture other good at factoriea that are situated far from that place. for example. .india is rich in minerals .despite being so much plenty of minerals...the British sent all the resources amd raw minerals to britain...in this way though india is rich in resources , india could not become economically rich in those days..I think my opinion will help you
