This is a wrong premise. 
In non monsoonal nations, rivers do dry up. In monsoonal nations rivers dry up as well during lean/dry seasons.

There are two kinds of rivers, perennial and intermittent(=ephemeral). 

A perennial river has less to do with the monsoonal regime than with a perennial river source. Rivers originating from glaciers are examples of perennial rivers, the most characteristic being River Ob (originates in the Atlai mountains), Mississippi (glacial lake Itaska). 

Some perennial rivers flow subterraneously, a characteristic feature of Karts topography eg Puerto Princesa Subterranean River National Park

Bottom line: If there is sufficient water (melt water or precipitation) present in the river source, or supplied by a tributary, throughout the river, a river is called perennial.

The dry season has low humidity, and some watering holes and rivers dry up. This lack of water (and hence of food) may force many grazing animals to migrate to more fertile spots. Examples of such animals are zebras, elephants, and wildebeest. Because of the lack of water in the plants, bushfires are common.
