The sun rays are never vertical on the arctic circle because :

* the Earth is tilted  by 23.5 degrees

* because of the Earth is tilted it only allow the sun rays to fall overhead in between the Tropic of Cancer and the Tropic of Capricorn, in a result the sun rays are never vertical in the arctic circle ( at any time of the year)
