The premise of the question is incorrect. Not ALL forests are biodiversity hotspot.
Biodiversity hotspots are regions where significant part (at least 70%) of the primary forest is altered by anthropogenic activity but the areas still houses significant number of endemic species (at least 1500 vascular plants) .
Thus, Western Ghat forest is a biodiversity hotspot but forest of central India is not a biodiversity hotspot.
