different sections of society the goals of development are different because every section have their own needs and for those specific needs there are different scopes of development for example for any hawker or winter development would be better traffic rules for them and also for their entrance in societies. other than this for the section like industrial section development would be the increase in the electricity supply and also other trade facilities but those are different from those section which are much lower from their wealth hence the development goals are different for different section of society.
