Why are the males whose testes fail to descend to the scrotum considered infertile?​

It is because Spermatogenesis require 2–2.5°C less temperature than body temperature. At body temperature there is no sperm formation.

If testis fail to descend, than body temperature is higher than temperature required for spermatogenesis and at this high temperature, spermatogenesis will not occur in testis. Due to loss of spermatogenesis, male become infertile.
