The poor are in most modern states treated well. They have all human rights, we give them some of our surplus, we treat them equally under the law, we help them in many ways which is reflected in many of our laws, etc.

The main problem is that the poorest often produces far too much offspring, so the economies work slower than the reproduction rate. If we let the poor countries deal with their own extreme ignorance in politics, reproduction, etc, the modern states in the west would have so small problems with poor that socialists would no longer have any argument for continued existence.

So socialists started mass-import of more poor from the underdeveloped countries, so they could still have a say and get votes to stay in power with their immoral ideas.
