Why are the root of lotus is short and fibrous

They have both roots and Rhizomes, a rootlike structure. They usually grow in shallow water so the roots need not be long. Just enough to anchor the plant. As far as fibrous, most roots I know of are fibrous. They also apparently are all edible and nutritious.
