the SCs and STs tribes are considered as vulenerable to poverty as they were discriminated in the name of caste, religion, races which results them behind the society and therefore they were not capable of fulfilling their needs and consider as vulnerable to poverty

SC and ST are the community which belongs to low caste . they suffer discrimination in race,colour, creed, caste, religious. etc so that's and they are not able to prepare their income so that's why they are classified in vulnerable poverty
