Ice slabs are covered with sawdust or gunny bags when transported because they act as insulators.
There are spaces between the jute fibers and the air trapped between these spaces makes it act as an insulator by preventing the heat from outside from coming inside. This slows down the melting of ice and ice can transported to another location without worrying about it melting too soon.
