Suppose Your Father boarded You and Your Mother on to the train. The Train starts moving and your Father Waves his Hand Towards Your Mother.
Now Your Mother is in Motion with respect to your Father but when you see your mother in the compartment with you. Is She in Motion? No, She is sitting right beside you, not moving, at rest.
So Your mother is moving and at the same time at rest.
To be Precise, Your Mother is in Motion with respect to your Father but She is at rest with respect to you.
You See, How One thing can be in motion and at the same time at rest, The only difference is the Point of Observation ( Scientifically, Frame of Referance).
So The Motion and Rest Terms are Relative.
