Why are the testis of human male considered extra abdominal? What is the significance of this condition?

The testis needs to be at 1-2 degree Celsius lower temperature than the body temp for production of healthy sperms. You can notice a shrinked scrotal sac during winters and hanging one during summers, all to maintain the right temperature.
