Why are the two non- metals, carbon and hydrogen are important chemical
reference points with regard to the method of metal extraction and reactivity towards
acids.

Carbon and  Hydrogen are excellent reducing agents. They are mostly used after the oxidation of the ores (by roasting and calcination ). Smelting is the most commonly used reduction process where carbon is used. Hydrogen is used in petroleum refining to remove some contaminates like sulphur. Hence they have a big importance in the metallurgical industries.

Terminology:

Smelting : Reduction of metal oxide with the help of coke ( carbon ) at temperature above it's melting point

Smelting Example:

PbO + C → Pb + CO↑

Petroleum Refining : The process of obtaining the usable products  of petroleum.

Reduction: Addition of hydrogen or removal of oxygen.
