why are the wages for farm laboures in palampur less than minimum wages ???​

1.) most of farm labourers are unskilled.

2.)supply of farm labourers is more than the demand.

3.)Due to less demand and more supply there is a great competition for work among the farm labourers.So, they themselves agree to work at much lower wages than the wages fixed by the government.
