why are the wages for farm lobourers in palampur less minimum wages??

the wages of farmers in palampur are less than the minimum wages because there are many workers but less work to do hence in oder to get money the farmers work on low wages . the minimum wage is supposed to be Rs.500 per month but the farmers work on Rs. 200-350 as well.
