Why are there differences in the salinity of oceans ?

Any time you have fresh water entering the ocean, salinity in the immediate area will be lower and the same applies when the ice caps are melting. The ice is fresh water that is entering the ocean and therefore in these regions the Ocean's salinity will be lower.
