Answer:

The Major reasons for the same are

1- Less accessebility : Industries require flawless logistics and the territorial aspect of Himalayas is the biggest Barrier. The terrain often makes it difficult to build roads which provide smooth flow of Logistics.

2- Less Space: Though the Himalayas have ample space unutilized, The space being undulated in nature often creates a barrier for the development of Industry.

3- Cost Involved : Its more costly to build a factory after a cutting a moutain and creating a flatland than building a factory on the grazing fields

4- Eco.sentive Zones : These regions are categorized as eco sentive zones and hence lesser permissions to built heavy goods industries.
