Because of its factors such as:
Distance from the Sun, or, the tilt of the earth on its on axis.
Distance from the Equator, which are usually the hottest parts of the Earth.
Distance from the core of the planet, i.e, the altitude or height.
Surrounding environment, as in, if there are a good number of trees or forests nearby an area, there is surely to be a pollution free environment.
