A permafrost region is a thick subsurface layer of soil that remains below freezing point throughout the year occuring cheifly in the high latitude and altitudes.

Construction is having increasing problems in those regions due to the instability of the area for global warming . It is damaging the ecosystems and damaging the existing roads and buildings.
