There are 32 districts but there are only 31 district panchayats because there is no such body for Chennai.

It is because the district of Chennai is falls in urban district. District rural development agency’s ex-officio chairman is the district collector.

In the state of Tamil Nadu there are total 32 districts including Chennai but there is no district panchayat.
