There are only four trophic levels because:

--> Less and less energy are available to animals in each level as certain amount of energy is consumed in each increase in trophic level.

So basically energy is available from

Producer to Primary consumer, then Primary consumer to secondary consumer, and lastly to Teritary Consumer.

--> There are basically two laws that are being followed for this. The first law states that energy cannot be created or destroyed, which means that it will just be passed on to the next level. The second law states that there may be a loss of energy whenever heat is released, which normally occurs when the energy is transferred between trophic levels.

--> So there may be a 5th consumer sometimes, but in most cases there is no fifth consumer since energy is not left for them.
