hello friend as you ask in a first question that can be slow down time or stop it. the answer is yes we can. The other gave answers that is the reason I can't answer in that so sorry. we can stop time by bye going near and very e heavy object because it will banned space-time web very much like if we go near a black hole our time will be very slow as compared to earth.in Earth if we have 200 years there we will have one second equals to 2 years . here we go to the conclusion that we can't stop time because it is impossible and if we can stop it there will be no light all around us because light also needs to travel with the help of time and if there will be no time for a while there would be no light and you will not be able to see anything.
