why are tiny droplets of water collected on outer surface of tumbler containing ice cubes

Because they freeze.

the temperature outside is glass is more than that of outside
the water vapour outside the glass comes in contact with the cool surface of the tumbler and condenses resulting in the visibility of water droplets
