Why are unloaded ships filled with sand at the bottom?

I would imagine that the sand acts as ballast.  Ballast enables the ship to weigh it down and lower its centre of gravity thus making it safer and less likely to over balance

An unloaded ship floats with its very small volume inside water as a result its centre of gravity is higher and its equilibrium is unstable there is a danger that it make a blown over on its side by strong winds therefore an unloaded ship is filled with sand or stones call balast as its bottom✌
