Why are vaccines given a healthy person

Vaccines contain inactive particles of the bacteria or some virus. These get into the blood stream and active the white blood cells that are the Soldiers of our body (because they protect our body from foreign materials which may be hazardous). So, these identify the type of foreign particle and prepare antibodies for that type of particle. So, if the same type of particle comes again into the body, the WBC will know how to fight against them and keep our body clean and safe.
