It is so, because usually cells are two types dead cells and living one but in viruses it is not so,they are in non living state in environment but it goes into a host body they become living and takes energy from its host and starts dividing.

Viruses are an exception to cell theory as their nature of living/nonliving ain't certain. Until they enter inside another living organism's body, they act like non livings.

Cell theory being exclusively a living phenomena theory, becomes inapplicable for viruses making them stand apart as an exception.
