Because they don't have cell membrane . Hence they are not able to function . They need a host where they could sustain . That's why they are also called living and dead both at the same time .

•ANSWER : viruses are not considered living because -
a) they are not made up of cells, neither they contain cytoplasm or cell organelles.
b)they cannot keep themselves in a stable(state of equilibrium) state ,
c)they don't grow ie they don't increase in size .
d)they can't make their own food or energy is they have no energy metabolism.
e)they do not produce any waste products.
f)they do not respond to stimuli which is an important characteristic of living things.
g) they cannot reproduce independently, if there's no host.
