Because when we fall on a heap of sand the sand yealds but on a concert floor , it does not yealds, hence the time taken to stop the object is very small on the concert floor,hence large force is applied on the object, as heap of sand yealds the time taken to stop the motion of the object is more, the force applied to the object is less hence we don't get hurt
