Why are weather observation baloons partly filled with helium?

In the lower atmosphere, near sea level, where we live, the air is denser and so the air-pressure is higher. But as the altitude increases, the pressure decreases, which expands the helium inside the balloon. 

if the balloon was filled with helium on earth, as it rises up, it will probably burst.
