they are spread out in the sunlight...... most of the time........
B'cuz you know that increase in temperature increases the rate of evaporation.......and there's a high temperature outside due to sunlight as compared to inside your house.....!!!

evaporation must take place in order to dry out the wet clothes. and the rate of evaporation is directly proportional to the surface area i.e. if we make them widely placed or spread out the exposure of clothes, the area of clothes to external atmosphere increases i.e. the vaporisation takes place faster.
