why are xylem and phloem called complex tissue? how are they different from one another?

xylem and phloem called Complex tissue because they provide food nutrients to the plant as their different xylem gets water from root hair and it reaches to the leaves and the following the food which is made only receives and then it get through flame and it give to root hair
