Why aren't higher oxidation states ionic? Is it due to the higher ionisation enthalpy?

The ability of Fluoride to stabilize higjer oxidation states is due to higher lattice energy as in case of CoF3, or higher bond enthalpy terms for the higher covalent compounds, eg VF5 and CrF6

The ability of oxygen to stabilize higher oxidation states is due to its ability to form multiple bonds with metals(which fluorides can't thus explaining their superiority)..
