why arent rivers and lakes found in desert areas even during rains

A lake is a basin filled with water and surrounded by dry land.

For a lake to be formed, there must exist a basin and inlets to this basin or a heavy rainfall.

The type of soil should also have a high water retention capacity.

The temperatures of the area also matters because evaporation would lead to low volumes of water. That is if the temperatures are high.

The reason as to why lakes are not formed in deserts even when there is rainfall is because :

The soil in the deserts are mostly Sandy and thus little water is retained.

The rainfall in the desert is sometimes inadequate to form a lake.

The temperatures in the deserts are high thus water evaporates quickly.

Also, if there is little rains or little precipitation, the water that is accumulated in the form of small lakes are usually blown away by the winds, which moves the water to other closeby low-lying areas.

However, there are many deserts in the world where there are many permanent oases, desert lakes etc., which have been formed by the accumulation of rainwater or the by available ground water.
