because the water gets distributed almost all over the world (about 75%) and also the reason why the water level is not rising and the land is not submerging is that the equal amount of water gets converted in vapor and becomes a part of the water cycle. the water cycle plays a vital role in mediating the level of water.

but now due to global warming the water level is rising as the temperatures are rising at the poles which is causing the melting of glaciers.
