Heya

Most interactions among atoms take place in the outermost shell of eachatom. The number of each electron in this shell determines how an atom combines with other atoms to formcompounds. When atoms combinethey gain, lose or share electrons in such a way that the outer shells become chemically complete.

this is because of valency . the valency of an element is the combining capacity of an element. each atom had electrons and shells. to complete it's electronic configuration i.e. to fill is each shell completely with electrons they react to form a stable compound.
