Ayub Khan had hated Karachi's hot climate. he didn't consider it to be the best place where other ambassadors should stay during visits. since Karachi was in view to open sea, there was a huge risk of water disasters, such as tsunamis or hurricanes, to occur. this would be a great danger as many of the paper work was stored in Karachi and if the disaster was to occur, it would destroy all the paper work. Karachi was already an industrial city with al the ports built there. the city was considered to be too crowded. the capital needed to have a proper infrastructure and be well-planned. so Ayub built the capital in Islamabad with proper Infrastucture and plan. plus the temperature there was also considerable.
